The New York City Housing Authority ( NYCHA ) provides housing for low- and middle-income residents in five districts of New York City. NYCHA also manages the 8 Part Housing Based Program in all cities in rental apartments. These communities are often referred to in popular culture as "projects", or "developments". These facilities generally have large income gaps with the environment or their respective communities.

The mission of the New York City Housing Authority is to increase opportunities for low-and middle-income New Yorkers by providing safe and affordable housing and facilitating access to social and community services. More than 400,000 New Yorkers live in 328 public housing in 32 buildings in the city. The other 235,000 receive subsidized rent assistance in private homes through the NYCHA Section-Based Housing Program 8.

Government

NYCHA is a New York state public assistance company organized under Public Housing Law. The NYCHA ("NYCHA Board") consists of seven members, where the chairman is appointed by and serves the Mayor of New York City's fun, while the other is appointed for a three-year term by the mayor.

Operation

Authority is the largest public housing authority (PHA) in North America. Apart from many problems, it is still considered by experts to be the most successful public housing authority of the largest city in the country. While most of the major public housing authorities in the United States (Chicago, St. Louis, Baltimore, etc.) have destroyed their high projects and in many cases replaced them with lower-scale housing, New York continues to be fully charged. Most of the market houses are also in tall buildings.

NYCHA also manages the 8 Part Housing Based Program in all cities in rental apartments. However, new applications for Section 8 have not been received since December 10, 2009.

New York also has a long waiting list for the apartment. Due to demand, the Housing Authority has in recent years chosen more "working families" from applicants to diversify the income structure of its inhabitants, as is usually the first population to occupy the facility. Conventional Public Housing Program NYCHA has 181,581 apartments (as of July 20, 2005) in 345 developments across the city.

NYCHA has approximately 13,000 employees serving approximately 176,221 families and about 403,120 official residents. Based on the 2010 census, NYCHA Public Housing represents 8.2% of urban rental apartments and is home to 4.9% of the city's population. NYCHA residents and Section 8 coupon holders combined occupy 12.4% of the city's rental apartments.

In mid-2007, NYCHA faced a $ 225 million budget shortfall.

By the end of 2015, NYCHA announced the creation of a Fund for Public Housing, a nonprofit organization that will seek to raise $ 200 million over three years to supplement NYCHA's efforts and improve the lives of NYC resident residents. The Fund received the first $ 100,000 donation from Deutsche Bank in December 2015.

History

NYCHA was created in 1934. At the end of 1935, NYCHA dedicated its first development, called First House, located on the Lower East Side of Manhattan. The Authority exploded in partnership with Robert Moses after World War II as part of Moses' plan to clean the old tenement houses and rebuild New York as a modern city. Musa indicated later on that he was disappointed with how the public housing system fell into decline and collapse. The majority of the NYCHA development was built between 1945 and 1965. Unlike most other cities, New York relies heavily on city and state funds to build its housing, not just the federal government. Most postwar construction has more than 1000 apartment units, and most were built with modern, tower-in-park styles that were popular at the time.

In 1995, the New York City Housing Police Department and New York City Transit Police were merged into the New York City Police Department by NYC Mayor Rudolph W. Giuliani and continue today as the Housing Bureau of the New York City Police Department.

NextGen NYCHA

As of May 2015, the NYCHA reshuffle is currently underway with the 'NextGeneration NYCHA' proposal, a ten-year plan aimed at preserving public housing for future generations. The multifaceted plan introduces a new strategy designed to expand and conserve public housing, improve current infrastructure, increase stakeholder engagement, create more affordable housing and modernize the current tools that connect residents and property management. NextGeneration NYCHA, part of the affordable Bill de Blasio Mayor housing plan, is a long-term strategic plan detailing how NYCHA will create a safe, clean, and connected community for our residents and preserve New York City public housing assets for the next generation. Legal Charges

Legal suit

In February 2018, attorney Jim Walden filed suit on behalf of 400,000 NYCHA tenants living in slums. The lawsuit demanded that the court appoint an independent monitor to oversee the NYCHA because it failed to provide tenants with heat and hot water, keep residents safe from lead, involve tenants in policy making, and hire citizens, as required by federal law. In April 2018, under strong pressure from the lawsuit, chairman Shola Olatoye resigned in embarrassment.

Legal charges

On June 11, 2018, US Attorney Geoffrey Berman filed a lawsuit accusing NYCHA of violating health and safety regulations, exposing children to lead paint, and training workers to cheat the inspector. According to federal prosecutors, NYCHA employee fraud that is used includes closing the building's water supply during inspections to hide leaks and build fake walls of plywood to hide the dilapidated rooms of the inspectors. On that day, the NYCA finalized the lawsuit by recognizing the allegations, agreeing to spend an additional $ 1 billion over the next four years, and by approving oversight by federal monitors.
